Is the modern administrative state illegitimate? Unconstitutional? Unaccountable? Dangerous? Officials should make clear rules, ensure transparency, and never abuse retroactivity, so that current guidelines are not under constant threat of change. They should make rules that are understandable and avoid issuing contradictory ones.
